Does Ohio license window and door contractors?
No. The Ohio Construction Industry Licensing Board issues licenses for five commercial trades — electrical, HVAC, hydronics, plumbing and refrigeration — and glazing is not among them. Anyone advertising an Ohio window license is describing something that does not exist.
What does exist locally is registration: Mentor requires contractors who deal with the public to register with the Engineering and Building Department under Codified Ordinances 925, 1307 and 1309, carry $1,000,000 in liability coverage and file an original city bond form for each trade.
Why does my neighbor's quote specify a stronger window than mine?
Most likely because one of you is inside the 600-foot band along the lake and the other is not. The Residential Code of Ohio applies Exposure D where open water runs at least 5,000 feet upwind, and extends that condition 600 feet inland. Inside it, a one-story house multiplies its design pressure by 1.47 and a two-story by 1.61. Outside it, the multiplier is 1.00. Same city, same 115 mph design speed, materially different windows.
Do I need hurricane or impact glass near Lake Erie?
No, and we will not sell it to you as storm protection. Ohio's residential code prints its design criteria in Table 301.2(1) and the state has deleted the wind-borne debris zone line entirely. There is no debris region in Ohio to be in. Laminated glass is still worth buying for forced-entry resistance, for sound along the Lakeland Freeway, or for ultraviolet control — but it does not raise a window's performance grade, and it is not a weather product here.
Do I need a permit to replace windows in Mentor?
Usually yes for anything beyond glass-only work, and always where an opening is being enlarged, a lintel added or a foundation wall cut for a basement escape window. The Engineering and Building Department handles it, and the registered contractor normally pulls it.
